I believe there are policies and institutions that harm blacks more than they harm people of other races. Surely we know that. You can use the word "systemic racism" for that if you want; that's a matter of semantics.
Do you think systemic racism is too broad a category to give a word with such negative connotations?
E.g. reducing penalties for crack cocaine disproportionately hurts black communities who will use the drug.
E.g. lockdowns are systemically racist because black people are more vulnerable to economic hardship. But also, not lockdowns are systemically racist because black people are more likely to die from Covid.
It's pretty easy to do this with immigration, abortion, gun control, etc. because there are a handful of races, a ton of dimensions across which it could have an effect (income, crime, population, etc), and several orders of effects to look for the systemic racism.
True, it's probably going to wind up that everything is racist in some way. If "being racist" is unavoidable, then the notion doesn't help us decide what to do.

It is systemically racist against all races, as it harms people of all races. That's a topic for another post.
